The procurement procedure will be the open, above threshold procedure in accordance with the Procurement Act 2023 (PA23) and it will be designated light touch in accordance with section 9 of PA23. City of Wolverhampton Council is looking to engage a professional service supplier for the provision of an Occupational Health service and Employee Assistance Programme from October 2026 for its workforce of approximately 4,500 employees. The proposed provision will ensure continued compliance with key legal obligations under the Health and Safety at Work Act 1974 and the Equality Act 2010. It will provide a structured framework for prevention, early intervention, and rehabilitation, supporting safe working practices and reducing health-related risks; supporting the Council to meet its duty of care to protect employee health and safety, make reasonable adjustments for those with disabilities and promote equality in the workplace. Occupational Health: this service aims to engage with a professional service supplier for the provision of an Occupational Health Service (OH). The requirement is for a high quality, clinical service that will support the Council to undertake health assessments such as (but not limited to); pre-employment checks, management referrals (nurse or physician lead), medical ill-health retirement assessments and health surveillance (noise, respiratory, Hand Arm Vibration (HAVs), driving, skin, night working etc). Employee Assistance Programme (EAP): this service seeks to implement a 24/7, 365 days a year Employee Assistance Programme (EAP) to provide a confidential counselling and information service to assist employees with personal or work-related problems that may be affecting health, wellbeing and/or performance. Counsellors delivering this service must be BACP-accredited registered providers or equivalent (or equivalent accreditation). The procurement procedure will be the open, above threshold procedure in accordance with the Procurement Act 2023 (PA23) and it will be designated light touch in accordance with section 9 of PA23. Although the services identified fall under Sections 9 and 10 of the Procurement Act 2023, the Council has chosen to observe a voluntary standstill period in accordance with Section 51 of the Act. Accordingly, a standstill period of eight (8) working days will apply between the notification of the award decision and the formal award of the contract. This contract may be utilised by other Contracting Authorities (public sector bodies) that have an agreement with the Council through a Service Level Agreement (SLA). These may include but are not limited to schools, academies and tenant management organisations (as listed below). Services will be provided to Service Users in these Contracting Authorities; however, the Contract will continue to be managed by the Council. Orders will be raised and invoices paid by the City of Wolverhampton Council. The list of Third-Party Organisations will be subject to change throughout the duration of the Contract and will be notified to the provider via a deed of Variation, annually. The contract will include responsibility for managing and delivering a wide range of occupational health services, including: • Pre‑employment medical assessments, including drug and alcohol testing • Safety‑critical medicals and ongoing health surveillance • Occupational health referrals and management support • A 24/7 absence reporting and clinical advice helpline • Onsite Essential Health MOT clinics • Physiotherapy services • Support with wellbeing campaigns and general occupational health advice The successful provider will be expected to deliver services in line with recognised professional standards and ABP’s Occupational Health Policy. The service must be available across all ABP’s UK locations, with clinic sites located as close as reasonably possible to employees’ place of work or home to minimise travel and disruption. The provider will also be expected to supply and manage an occupational health IT system that supports appointment booking, reporting, management information, and secure handling of personal data. The initial contract will run for 36 months, with the option for ABP to extend the contract for up to a further 24 months (12 months + 12 months).

The Well Wave Plus: Open Access and Equity contract will complement and enhance the existing Well Wave service. Well Wave is a city wide, universal offer for young people aged 13-24, overseen by the Leeds City Council Public Health team. Trained workers offer confidential, non-clinical relationships and sexual health support, where young people can explore ideas, build skills and access free condom products, lubricant, and pregnancy testing, plus STI self-screening kits. These drop-in services are located within organisations where young people already attend. This contract will enhance current provision by introducing specialist, dedicated Well Wave Plus workers with the skills to engage and appropriately support most at risk, least well-supported and seldom seen young people aged 13-24 years old. Currently, most workers trained to deliver Well Wave provide the service voluntarily within their substantive roles (e.g. in youth clubs or educational settings). Under this contract, dedicated workers will be employed solely to deliver and promote Well Wave services, without constraints on location or caseload. NHS Gloucestershire Integrated Care Board (GICB) is seeking providers who have the capability and capacity to deliver Dental Services in Gloucester. Fundamentally this opportunity seeks to increase access to NHS dentistry in a part of the county where deprivation is greatest by working in partnership to commission a new bespoke primary care Centre of Dental Excellence facility in a fit for purpose environment. (Please note the term Centre of Dental Excellence [CDE] may alter during the course of procurement of the service or thereafter). • The contract will be a Personal Dental Services (PDS) contract to deliver dental services as part of a Centre of Dental Excellence in Gloucester. Premises are located at 3rd floor, City Campus, Northgate Street, Gloucester, GL1 1SQ. • The premises are mandated and owned and leased by the University of Gloucestershire (UoG). The successful provider will need to secure a lease with UoG for the duration of the PDS contract term. • A draft Heads of Terms is included in the Invitation to Tender (ITT) pack which sets out the expected terms and conditions between the owner of the building and the service provider. • Construction work will be undertaken on behalf of UoG, and floor plans and room data sheets are included in the ITT pack to inform potential bidders about the premises and what is provided as part of the building fit out. • The successful provider will need to provide any additional fit out and equipment to deliver the services. It will also be expected to fund associated, recurrent revenue costs, for example servicing and maintenance; rent and rates; cleaning and lighting. • The premises will have space for up to 6 dental chairs. • There is an expectation that the provider is or becomes a postgraduate training practice and hosts foundation dentists. • Funding for hosting foundation dentists is awarded and administered by NHS Workforce Training and Education (NHS WTE) and the successful provider will be expected to apply to NHS WTE for funding. • The PDS contract term will be for an initial term of 10 years, with an option to extend for any period up to a further 5 years, and then for a further 5 years, at the sole discretion of the Commissioner. • Rental payment and services are currently scheduled to commence on 1st March 2027. • Service must commence no later than 6 months after contract award (scheduled for 1st September 2026), unless there is an agreement with the Commissioner to extend the mobilisation period. • The contract term and service payments will start on the service commencement date. • The Commissioner has a maximum financial envelope available of £1,200,000 per annum. The total maximum contract value for the duration excluding extensions is £12,000,000, and £24,000,000 including extensions. • Subject to the detail of Dental Contract Reform, the successful provider will need to deliver urgent care, dental access & health inequalities pathways and routine care as part of the contract. • Following discussion and agreement by the commissioner, the successful provider may offer private treatment from the same premises however this must not be at the detriment of NHS patients or the provider's delivery of the PDS contract. • TUPE will not be applicable for this procurement process.
