Integrated Healthcare Services to Haslar Immigration Removal Centre (IRC)

NHS England South East (NHSE) (the Commissioner) is seeking to commission prime-provider led integrated healthcare services at Haslar Immigration Removal Centre (IRC). IRCs provide primary medical services to foreign nationals awaiting decisions on their asylum claims or awaiting deportation following a failed application. Interested providers should have the capacity and capability to provide an outcome focused, integrated and patient centred primary healthcare service, equivalent to that available to the local community, for the IRC. The service will deliver a comprehensive range of services in-house, to include physical health, mental health, substance misuse and dental services; please refer to the service specifications(s) for a full list of services. NHSE will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. Haslar IRC is located in Gosport, Hampshire and is due to have a maximum operational capacity of 600 male residents. The initial operational capacity, over the first three years of the contract, is expected to be 130 residents. Post this term of the contract, there is expected to be an incremental increase in occupancy, as residents are placed there, ramping up to full operational capacity. The Contract term is expected to be 7 years and 6 months (inclusive of the mobilisation period). The maximum total contract value (exclusive of the mobilisation period) is £19,052,186. This procurement is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners. SCW is currently subject to restructuring, and the management of this procurement may therefore move to a successor at some point during the procurement process. Bidders will be informed of any such change, and any administrative changes because of it.

East of England NHS collaborative Procurement Hub

The East of England NHS Collaborative Procurement Hub has established a multi-lot Social Impact Framework to support the commissioning of services that address health inequalities and the wider determinants of health. This notice relates to the first reopening of the open framework under the Procurement Act 2023. The reopening allows new suppliers to apply to join the framework and existing suppliers to apply for additional Lots where relevant. The framework provides a compliant and structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services. It is designed to strengthen collaboration with VCSEs, SMEs, and specialist providers, with the aim of improving early access to support and reducing pressure on acute services. The framework focuses on three core themes: Voice & Influence: Enabling people and communities to shape services, exercise choice, and be active participants in decision-making. Community-Led Services for Social Impact: Supporting services led by local organisations and communities, with a focus on addressing locally identified needs. Prevention & Cessation: Commissioning services that focus on prevention, early intervention, and supporting people to make positive changes, reducing demand for crisis or acute care. Services may include, but are not limited to, support relating to mental health, housing, employment, financial inclusion, domestic abuse, and wider prevention services.

The services are to be delivered across Birmingham, Solihull and the Black Country. <br/><br/>Arden & Greater East Midlands Commissioning Support Unit (AGCSU) is conducting a Direct Award Process B (DAP B) exercise as an agent for and on behalf of the Commissioner(s). The DAP B exercise will be carried out in accordance with the requirements of the Health Care Services (Provider Selection Regime) Regulations 2023 (PSR). <br/><br/>As a result of this Process, the ICB(s) intend to award zero volume, zero value contract(s) to all successful providers. Dynamic Market for Non Emergency Patient Transport Services (NEPTS) Taxi Support Provision

East Midlands Ambulance Service NHS Trust (EMAS) intends to establish a Dynamic Market for the provision of Taxi Support Services to East Midlands Ambulance Service NHS Trust. Whilst EMAS undertakes the vast majority of journeys via in-house team, there is a need for extra demand in the system to cover NEPTS journeys for the Trust. The intention is to setup a Dynamic Market with separate lots, for taxi providers providing necessary service within that area. This will include transporting of patients to and from hospital for routine appointments, short term adhoc journeys, and other journeys may be required. The Dynamic Market is anticipated to begin from 01 April 2026 and run for 4 years until 31 March 2030, with suppliers being awarded into the following Lot Structure - Lot 1 covers NEPTS LINCOLNSHIRE Region (area to which East Midlands Ambulance Service currently provides this services). - Lot 2 covering NEPTS NORTHAMPTIONSHIRE region - Lot 3 covering NEPTS DERBYSHIRE region The establishment of the Dynamic Market is Stage 1 of the process, which will create the supplier list within each lot. Stage 2 will see the Trust carry out a tender via the Competitive Flexible Procedure, against the suppliers in that lot at the time. This tender will be evaluated based on quality/technical, commercials and Social Value.
